On July 28, 2026 the Hernando County Board of County Commissioners defeated the proposed short-term vacation rental ordinance (file 17763), which would have created a new Section 6 of Appendix A, Article III requiring registration comparable to what the state applies to other transient lodging. Nothing replaced it. That leaves state DBPR licensing as the operative rulebook for vacation rentals in Hernando, and it leaves owners without a county registry to point to when a neighbor complains.

What Hernando County rents for right now

Hernando's published rent data is thin enough that it contradicts itself: on the same day Zumper showed a Spring Hill studio median above its 1-bedroom median, which is a sample-size artifact rather than a market fact. RentCafe publishes no studio figure for Hernando at all, because its Yardi Matrix feed covers apartment buildings of 50 or more units and Hernando has very little of that product — the same reason RentCafe's average Hernando apartment comes in at 1,159 square feet, far larger than a typical countywide unit, since the tracked sample skews to 2- and 3-bedroom garden apartments. The county's real rental stock is single-family houses on quarter-acre Spring Hill lots, and no index measures it cleanly.

A county that chose not to regulate — and a 1984 flood map date that still governs

The Hernando short-term rental question ran for the better part of a year before it died. Staff presented a draft ordinance on vacation rentals and transient lodging establishments in November 2025, commissioners took up a certificate-of-use concept in February 2026, and the first public hearing on the ordinance itself reached the Board on July 28, 2026, where it was moved by Commissioner Amsler, seconded by Commissioner Champion, and recorded as defeated. The practical consequence is that Hernando has no county registration program, no county inspection requirement and no county occupancy standard for vacation rentals. What remains is the state licence through DBPR, the state fire and building codes, and whatever private covenants run with your deed.

Flood is where Hernando gets genuinely county-specific. The county's Pre-FIRM cutoff is April 17, 1984 — a structure built on or before that date is Pre-FIRM, which is precisely the stock that fills coastal Hernando Beach, Weeki Wachee Gardens and the older interior subdivisions. Hernando's flood damage prevention ordinance runs alongside the Florida Building Code, and the county publishes property-level floodplain records through Forerunner, where an owner can look up a parcel's flood status and upload an elevation certificate. If major repairs, additions or renovations to a Pre-FIRM building exceed 50 percent of the building's fair market value excluding land, the entire building must be brought up to current flood standards — and that applies to repairs after damage from any cause, not just a named storm.

What that means if you own here: Because there is no county registry, your documentation is your defence — keep the DBPR licence, the tax registrations and the responsible-party contact in one file and be able to produce them on demand, since a code complaint in an unregulated county goes straight to nuisance, parking and occupancy enforcement instead of a certificate check. Confirm whether your parcel is inside the City of Brooksville or in the unincorporated county, because Spring Hill, Weeki Wachee, Hernando Beach, Ridge Manor and Timber Pines are all unincorporated and answer to the county. And before you buy or renovate anything near the coast or the Withlacoochee, pull the parcel on the county's Forerunner floodplain record, establish the structure's market value excluding land, and treat the 50 percent line as a budgeting constraint from day one rather than something you discover at inspection.

No county short-term rental ordinance

The proposed ordinance (Legistar file 17763), which would have added Section 6 to Appendix A, Article III, was defeated at first public hearing on July 28, 2026. Spring Hill is unincorporated

Brooksville is the county's incorporated city. Spring Hill, Weeki Wachee, Weeki Wachee Gardens, Hernando Beach, Ridge Manor, Brookridge, Timber Pines and High Point are all unincorporated, so county code, county permitting and county code compliance apply. Deed-restricted communities add private covenants on top — confirm a community's restrictions in writing before you market a unit.

Does Hernando County require me to register a vacation rental?
No. The county ordinance that would have required it was defeated at first public hearing on July 28, 2026 and nothing replaced it. You still need the state DBPR vacation rental licence and the applicable state tax registrations, and you still have to satisfy state fire and building code requirements. Private HOA or deed restrictions are separate and enforceable regardless.
My Spring Hill house was built in the late 1970s. What does that mean for renovations?

Why do rent estimates for Spring Hill look so inconsistent?
Because the sample is small. Spring Hill has very little large-format apartment product, so listing-based indexes draw from a handful of units and national datasets that only track 50-plus-unit buildings skip the county's dominant stock entirely. That is why a published studio number can exceed a published 1-bedroom number in the same month. Comps on comparable single-family houses within a defined radius are the only reliable read.
Is Brooksville different from the rest of the county?
Yes, for permitting and code enforcement. Brooksville is Hernando's incorporated city and runs its own processes; everything from Spring Hill to Hernando Beach to Ridge Manor is unincorporated and handled by the county. Confirm the parcel's jurisdiction before you file a permit or respond to a code notice.
