The government that writes the rules for your rental is the same government that runs the county — except in four places. Since October 1, 1968 Jacksonville and Duval County have been one consolidated government covering roughly 763 square miles of land, but Atlantic Beach, Neptune Beach, Jacksonville Beach and Baldwin voted to stay out and still write their own codes. A duplex in Jacksonville Beach and a duplex three miles west answer to two different code departments.
What Duval County rents for right now
Published Jacksonville averages are built mostly from apartment communities of 50 or more units, which is not what most Duval owners actually hold — the county's rental stock runs heavily to single-family houses, duplexes and townhomes spread from Oceanway to Mandarin. Riverside, San Marco and the beaches price nothing like the Westside or the Northside, and a countywide figure blends them into a number that describes no real house. The four opted-out municipalities price as their own submarkets and are folded invisibly into every countywide average.

Why two rentals a few miles apart can sit under entirely different rulebooks
Consolidation means Jacksonville's mayor and city council serve as Duval County's executive and legislative body, and the Property Appraiser, Tax Collector and Clerk all operate inside that single structure. For most owners that simplifies life: one zoning code, one code enforcement department, one permitting counter. The exception is the four municipalities that voted against the 1968 merger and kept their own governments, together holding a small share of the county's population but a disproportionate share of its beachfront rental stock. Duval's Local Business Tax year runs October 1 to September 30 with renewal opening July 1, and the Tax Collector states that a business in Jacksonville Beach, Atlantic Beach, Neptune Beach or the Town of Baldwin must also obtain that city's municipal Local Business Tax on top of the county's.
Short-term rentals are where the split bites hardest. The consolidated City of Jacksonville has no adopted short-term vacation rental registration program: Ordinance 2019-238 was withdrawn by its sponsor in June 2019 after two drafting attempts, and the council's Short-Term Vacation Rentals Special Committee was chartered to recommend a registration method without an adopted ordinance resulting. Jacksonville Beach, by contrast, operates a full certificate regime under Ordinance No. 2019-8118: single-family, two-family and townhouse units rented more than three times a year for periods of less than 30 days need a Short-Term Vacation Rental Certificate, a Fire Marshal inspection before initial issuance or modification, a $150 annual registration fee per property and a renewal application by October 1, with an exemption for owner-occupied units renting half the dwelling or less. Statewide obligations — the DBPR transient public lodging licence, Department of Revenue registration and tourist development tax — apply regardless of which side of the line you are on.
What that means if you own here: establish jurisdiction before you do anything else, and do it from the parcel record and the municipal boundary rather than the mailing address, because Duval mailing addresses cross city lines freely and a beaches ZIP code is not a beaches jurisdiction. Once you know which of the five code bodies governs, stack the right receipts: county Local Business Tax with the July 1 renewal opening, plus a municipal receipt if you are in one of the four cities. If a beaches unit will go under 30 days, book the Fire Marshal inspection before you take the listing live, not after, and calendar the October 1 renewal. And when you quote flood insurance, remember Jacksonville is rated separately from the four municipalities, so the premium answer can change at the city line too.

Five separate code authorities operate inside one county: the consolidated City of Jacksonville plus Atlantic Beach, Neptune Beach, Jacksonville Beach and the Town of Baldwin. Certificates, inspections, business tax receipts and code enforcement all key off which one your parcel sits in. Confirm it from the boundary and the parcel record before you rely on any rule you read.
Short-term rentals: nothing at the city, a certificate at the beaches
Jacksonville has no adopted STVR registration ordinance; the 2019 attempt was withdrawn and the council's special committee produced no adopted program. Jacksonville Beach requires a certificate under Ordinance 2019-8118 with a Fire Marshal inspection, a $150 annual fee and an October 1 renewal. Two properties minutes apart, two entirely different compliance burdens.
Coastal, riverine and rainy-season flooding in one county
The city's own flood guidance describes Duval as home to coastal, inland and river flooding, with the most common flooding concentrated in the June to November rainy season and daily water-level observations published at St. Johns River gauges. Jacksonville holds a CRS Class 6 rating, worth 20% off NFIP premiums inside a special flood hazard area and 10% outside it.
Business tax receipts stack in the four cities
Duval's Local Business Tax year runs October 1 to September 30, with the annual renewal period opening July 1 and delinquency penalties after September 30. Property in Jacksonville Beach, Atlantic Beach, Neptune Beach or Baldwin needs that municipality's receipt in addition to the county's. Confirm the correct category for residential rental activity with the Tax Collector's business tax office.

- My rental has a Jacksonville Beach mailing address. Does that mean Jacksonville Beach rules apply?
- Not necessarily. Mailing addresses in Duval County do not track municipal boundaries, and a beaches ZIP code covers parcels inside the consolidated city as well as inside the three beach municipalities. The certificate requirement, the inspection, the business tax receipt and the code enforcement authority all follow the municipal boundary. Pull the parcel record and the boundary before you assume which rulebook you are under.
- Does the City of Jacksonville require me to register a short-term rental?
- The consolidated city has no adopted short-term vacation rental registration ordinance. Ordinance 2019-238 was withdrawn by its sponsor in June 2019, and the council's Short-Term Vacation Rentals Special Committee was chartered to study registration without an adopted program resulting. The four separate municipalities are rated on their own, so two otherwise identical houses can carry different discounts purely because of the city line.
