One government, four exceptions
Jacksonville is a consolidated city-county, so for most zoning purposes there is no separate county layer to check. That is unusually simple by Florida standards and it removes a whole category of jurisdiction error.
The exceptions are the catch. Jacksonville Beach, Atlantic Beach, Neptune Beach and Baldwin stayed out of the 1968 consolidation and write their own rules, including their own short-term rental certificate programmes. A Jacksonville mailing address cannot be trusted to establish jurisdiction.
What that means if you own here: the employment base is genuinely tri-modal — logistics and the port, defence and the military, and financial services and insurance — and each pays its people differently. Military applicants document income through a leave and earnings statement with a housing allowance rather than conventional pay stubs.

Consolidation removes a layer, except where it does not
One government for most of the county is genuinely simpler. But Jacksonville Beach, Atlantic Beach, Neptune Beach and Baldwin are separate municipalities with their own regimes, and a mailing address will not tell you which applies.
Three ways of documenting income
Salaried corporate and insurance staff, military applicants needing an LES and housing-allowance treatment, and port, rail and warehouse workers whose income carries real overtime variability. Criteria have to handle all three consistently.
No dominant construction era
No single decade holds more than about 17% of the stock and roughly 40% predates 1980. That makes citywide capital assumptions unusually unreliable and address-level inspection unusually valuable.
Short-term rental is narrow
Stays under 30 consecutive nights are confined largely to commercial and historic-core zones, with residential allowance varying, and operators need a city certificate plus a local business tax receipt and tourist tax registration.
