In Sarasota County your rental rules are set by whether the parcel sits inside a city or in the unincorporated county, and the two answers are not the same. The City of Sarasota expressly allows vacation rentals in its RSF and RMF residential districts citywide, with a minimum stay of seven full days and seven full nights and a certificate of registration required for single-, two-, three- and four-family dwellings. Siesta Key, Osprey, Nokomis and Englewood are not in any city, so a city answer does not apply to them.

What Sarasota County rents for right now

Sarasota County is the one county of this group where a single countywide average is actively misleading, because the same bedroom count prices roughly two-to-one across the county: the four-bedroom figures we sourced run about $2,000 in North Port and about $3,975 in the City of Sarasota, and both are real. North Port's studio figure of $5,000 comes off what appears to be a single listing and should be ignored entirely. Anyone quoting you one Sarasota County number without naming the submarket has not looked at your address.

Your Sarasota address answers to a city or to the county, and the two do not agree

The City of Sarasota publishes its position plainly: the city “allows for short-term vacation rentals within Residential Zoning Districts throughout City limits,” in the Residential Single-Family and Residential Multi-Family districts, with a minimum stay of seven full days and seven full nights under Zoning Code Sections II-304(b)(1) and VI-202(b). Single, two, three and four-family dwellings in those districts must hold a certificate of registration to advertise or operate as a vacation rental, and registration carries an inspection and an annual renewal. Four categories are expressly exempt from the registration requirement: owner-occupied vacation rentals, condominiums, cooperatives, and any property rented for 30 or more consecutive days. That last exemption is the one owners miss — a 30-day-plus lease model takes you out of the registration regime entirely, and for many Sarasota owners that is the cleaner operating decision.

None of that governs the unincorporated county, and unincorporated is where a great deal of Sarasota County's rental stock actually sits — Siesta Key, Casey Key, Osprey, Nokomis, Laurel, Englewood, South Venice, Fruitville, Bee Ridge, Gulf Gate Estates, Sarasota Springs and Vamo are all outside city limits, while Sarasota, Venice, North Port and Longboat Key are incorporated. Layered on top of that is a map change with a hard date: Sarasota County's Building Division notes that new FEMA flood insurance rate maps became effective in March 2024, and separately that exterior appliances such as HVAC units located in flood hazard areas and damaged by flooding must be elevated when they are replaced. A property bought under the prior maps is not necessarily rated, insured or permitted the same way today. Countywide, Census QuickFacts puts housing units at 287,411 with 212,204 households, owner-occupancy at 76.7 percent, median value at $411,800 and median gross rent at $1,818; at the 2020 Census, 53,020 of 253,231 units were vacant, a 20.9 percent rate that reflects how much of this housing stock is not somebody's year-round home.

What that means if you own here: Start every rental-use question by confirming the parcel's jurisdiction — city or unincorporated — before anyone quotes you a minimum stay, because the seven-night city rule and the unincorporated county's rule are separate laws with separate enforcement. If you are inside City of Sarasota limits and your unit is a detached house, duplex, triplex or fourplex, budget the registration, the inspection and the annual renewal into your operating plan from day one, or choose the 30-day-plus lease structure that is exempt from it. If your unit is a condominium or a co-op, understand that the city registration exemption does not exempt you from your association's own rental restrictions, which are frequently stricter than the city's. And pull the post-March-2024 flood map determination and a current elevation certificate for the parcel before you price any capital work, because the map you bought under may not be the map you are permitting under.

The city line is the first question, not the last

Sarasota, Venice, North Port and Longboat Key are incorporated. Siesta Key, Casey Key, Osprey, Nokomis, Englewood and South Venice are not. A rule you read about “Sarasota” may be a city ordinance that has no force at your address, or a county rule that a city property is exempt from. We resolve the jurisdiction from the parcel first.

The 30-day exemption is a structural choice

City of Sarasota registration does not apply to properties rented for 30 or more consecutive days. For an owner who does not want an inspection regime, an annual renewal and a compliance file, moving to a 30-day-plus lease model is not a workaround — it is the code's own carve-out, and it changes your tenant pool, your turnover cost and your insurance conversation.

A 2024 map is not the map you bought under

Sarasota County's current FEMA flood insurance rate maps took effect in March 2024. Flood zone, base flood elevation and therefore insurance and permitting can all differ from what a prior owner or a prior listing reported. Get the current determination and elevation certificate in the file before you price capital work, not after.

Condos and co-ops answer to two rulebooks

City of Sarasota exempts condominiums and cooperatives from its vacation rental registration requirement. That exemption is from the city, not from your association. Declaration and rule restrictions on minimum lease term, tenant approval and rental frequency are enforced independently and are often tighter than anything the city imposes.

Can I run a weekly vacation rental on Siesta Key?
Siesta Key is unincorporated Sarasota County, so the City of Sarasota's seven-night rule does not apply there — that rule governs properties inside city limits only. The unincorporated county sets its own minimum-duration rule, and we were unable to verify the current text of it from a primary county source for this page, so we are not going to print a number we cannot cite. Before you list a Siesta Key property for short stays, we confirm the current unincorporated county rule directly with Sarasota County Planning and Zoning and put the answer in writing in your file.
I own a duplex in the City of Sarasota. Do I have to register?
If it is in an RSF or RMF district and you are advertising or operating it as a vacation rental, yes — the city requires a certificate of registration for single, two, three and four-family dwellings in those districts, with an inspection and annual renewal. You are exempt if it is owner-occupied, if it is a condominium or cooperative, or if you rent it for 30 or more consecutive days. For a duplex owner who does not want the inspection cycle, the 30-day structure is usually the decision point.

Does Sarasota County apply the FEMA 50 percent rule per project or cumulatively?
We could not verify Sarasota County's substantial improvement methodology from a primary county source for this page, and it is not a detail to guess at — the neighboring counties are genuinely different from each other on this point, with Manatee publishing an explicit one-year cumulative window and Charlotte publishing per-improvement language. Before any significant work on a Sarasota County property in a flood hazard area, we get the county's current written position on the record.
