What Seminole County rents for right now

Seminole County has the highest owner-occupancy rate of Central Florida's core counties at 66.2 percent, which means the published apartment average is describing a smaller slice of the housing stock here than the same number describes in Orange or Osceola. The institutional apartment inventory the surveys track clusters in Altamonte Springs, Lake Mary and Sanford, while a large share of what actually leases is single-family and townhome product inside HOA communities in Oviedo, Winter Springs and Longwood. Those two segments do not price the same way, and the county average does not separate them.

A line drawn in 1991 still decides what east Seminole can become

The East Rural Area covers the portion of Seminole County east of the urbanized corridor — Geneva, Chuluota, Black Hammock and the land toward the Econlockhatchee and Lake Harney. Three designations govern it: Rural-3 at one dwelling unit per three acres, Rural-5 at one per five, and Rural-10 at one per ten. The 1991 East Seminole County Rural Area Plan set the planning framework, Ordinance 2004-36 fixed the boundary as a legal description and a map, and the 2004 Home Rule Charter amendment tied the comprehensive plan's future land use designations to the charter itself. The county returned to the question again in November 2024 with charter amendments to require a supermajority of the Board — four votes of five rather than three — to remove property from the Rural Area or to change the use of county Natural Lands. The effect of all of this is that Seminole's supply ceiling is not a market condition. It is a recorded instrument.

Seminole runs two registration programs that catch owners off guard, both limited to unincorporated Seminole County and both administered through Avenu Insights & Analytics. Any responsible party advertising a vacation rental in the unincorporated county must register annually, currently $250, and mortgagees must register vacant properties in default within ten days of determining evidence of vacancy, currently $200 a year; proceeds from both go to the county's Affordable Housing Trust Fund. What the county cannot do is regulate how long or how often you rent: Seminole's vacation rental ordinance is 2020-14, adopted well after June 1, 2011, so it falls squarely inside the state preemption in Florida Statutes 509.032(7)(b) and the county gets registration and life-safety oversight but no minimum stay and no cap on turnovers. On flooding, unincorporated Seminole holds a Community Rating System Class 6, worth a 20 percent flood insurance discount in mapped high-risk areas, and the effective FIRM date is September 28, 2007. The county applies the FEMA 50 percent substantial improvement test and requires living area raised to one foot above base flood elevation when it is triggered.

What that means if you own here: If your property is east of the Rural Boundary, underwrite it as land with a house on it rather than as a subdividable parcel, because the density designation is charter-protected and a rezoning is a political process with a supermajority threshold, not a staff approval. If you are anywhere in unincorporated Seminole and you advertise the property for short stays, register before the listing goes live — the county runs a 24/7 complaint hotline and a public tip form, and enforcement here starts with the advertisement, not with a guest complaint. Before any renovation on a home in a mapped flood zone, get the county's substantial improvement determination in writing first, because the 50 percent test is measured against market value before work starts and the one-foot elevation requirement can turn a kitchen remodel into a structural project. And price your single-family rentals off comparable houses in the same HOA, not off the county apartment average, which is drawn from a different product type in a different part of the county.

November 2024 amendments sought a four-of-five supermajority to pull land out of the Rural Area. Density east of that line is not a negotiation with planning staff.

Vacation rental registration, but no stay minimum

Seminole County Ordinance 2020-14 requires the responsible party for any vacation rental advertised in unincorporated Seminole to register annually, currently $250, through Avenu Insights & Analytics, with proceeds going to the Affordable Housing Trust Fund. Because the ordinance postdates June 1, 2011, Florida Statutes 509.032(7)(b) bars the county from setting a minimum stay or limiting how often you rent. Registration and life safety are what the county actually controls.

Foreclosure registration catches lenders and investors

Mortgagees holding a mortgage on unincorporated Seminole property must register within ten days of inspecting and finding evidence of vacancy, currently $200 annually, also funding the Affordable Housing Trust Fund. Investors buying at or near foreclosure should confirm the registration status transfers or closes properly. It is an easy code violation to inherit without noticing.

Flood standards above the federal minimum

Unincorporated Seminole holds CRS Class 6 for a 20 percent premium discount in Special Flood Hazard Areas, and the effective FIRM date is September 28, 2007. When the 50 percent substantial improvement threshold is crossed, living area must be raised to one foot above base flood elevation. Zone determinations are issued by the Building Division on request.
