The December 1989 freeze destroyed most of Lake County’s citrus groves, and the groves were sold to developers rather than replanted. That single event is why the county’s housing stock is bimodal to this day — small-town pre-1989 product in the Golden Triangle and around Leesburg, and post-2000 subdivision product across the south — and why the two halves do not behave like one rental market.

What Lake County rents for right now

Lake is the clearest case of a county where the average is the least useful number available: Zumper’s September 2026 three-bedroom median in Clermont and in Leesburg sat roughly $600 apart, and both are in this county. A countywide figure blends an Orlando-commuter, Disney-adjacent south end against the older Golden Triangle and Leesburg stock to the north and describes neither. One concrete warning about the published data — Zumper printed an identical $3,919 studio median for both Clermont and Leesburg in September 2026, which is a sampling artifact rather than a market reading, and we have excluded studios from the ranges above for that reason.

Lake’s rental market splits down the county’s middle, not along its borders.

One county, two rental markets, divided by a freeze in 1989

Lake County covers about 1,157 square miles and is defined by water and elevation in a way little of Florida is: roughly 250 named lakes plus more than 1,700 other water bodies, and Sugarloaf Mountain at 312 feet, the highest point in peninsular Florida. Tavares is the county seat and Clermont is the largest city. The county population moved from 104,870 in 1980 to 383,956 at the 2020 census, and the 2024 ACS 1-year estimate puts it at 444,204 across 198,280 housing units. That expansion did not land evenly — it concentrated in the south and along the Orlando-facing corridors, which is exactly why a countywide rent average misleads here.

The southern end of Lake County sits inside Four Corners, the only community in Florida located in four counties at once, spanning Lake, Orange, Osceola and Polk and extending east toward Walt Disney World and Celebration. That area has a pronounced resort and vacation-home character, with ChampionsGate, Margaritaville Resort and a heavy concentration of short-stay-oriented housing in the adjacent counties. For a Lake County owner near that fringe, the practical consequence is that your comparable set may include vacation product governed by entirely different rules in a different county. Florida’s preemption at s. 509.032(7), F.S. prevents a local government from prohibiting vacation rentals or regulating their duration or frequency unless the ordinance was adopted on or before June 1, 2011 — so the question for any Lake parcel is jurisdiction and ordinance vintage, and Clermont, Minneola, Groveland and unincorporated Lake are not automatically the same answer. The north end of the county is a separate matter again: Lady Lake contains the Lake County portion of The Villages, where recorded per-unit declarations rather than the county code set occupancy terms.

What that means if you own here: Comp your property against its own end of the county and refuse comps pulled from the other end — a Clermont or Minneola three-bedroom and a Leesburg or Eustis three-bedroom are not substitutes, and using a countywide average to set a rent will leave money on the table in the south and produce vacancy in the north. Establish jurisdiction first, because Lake has roughly fourteen incorporated municipalities and unincorporated county land between them, and near the Four Corners fringe you may be comparing yourself to housing that is not even in this county. If you own lakefront or large-lot property, verify septic status, shoreline setbacks and the flood zone before you plan any addition, since the county’s water coverage means flood and septic constraints reach parcels that owners assume are dry and sewered. And if your property is in Lady Lake, pull your unit’s recorded declaration — the age and occupancy terms there are per-unit documents, not county rules.

Four things that make this county its own animal

The south end runs on Orlando

Clermont, Minneola and Groveland face the Orlando metro and the Four Corners resort fringe, and Zumper’s Clermont medians run well above the county’s northern cities at every bedroom count. Housing here skews post-2000 subdivision product with HOA governance attached.

The Golden Triangle and the north are a different product

Tavares, Eustis, Mount Dora and Leesburg carry older, smaller, often non-HOA stock with a local rather than commuter tenant base. Zumper’s Leesburg one-bedroom and two-bedroom medians sat materially below Clermont’s in September 2026.

Four Corners complicates your comp set

Four Corners spans Lake, Orange, Osceola and Polk and its 2020 census population was 56,381, up from 26,116 in 2010. Vacation-oriented housing in the adjacent counties operates under different local ordinances, so a nearby listing is not necessarily a lawful template for what you can do on a Lake County parcel.

Water is a permitting constraint, not just an amenity

With roughly 250 named lakes and over 1,700 other water bodies, shoreline setbacks, septic siting and flood zone designation reach a large share of Lake County parcels. The federal substantial improvement threshold of 50 percent of a structure’s market value applies once a project crosses it; how Lake County counts toward that threshold should be confirmed with the county before you scope work.

Why is my Clermont rent estimate so much higher than the county average I read?
Because the county average blends two markets that do not trade alike. In September 2026 Zumper’s three-bedroom median in Clermont and in Leesburg were roughly $600 apart, and RentCafe’s countywide figure covers only apartment buildings with 50 or more units, which are not evenly distributed across the county. Set rent from comparables at your end of Lake County, not from a countywide number.
My property is near Four Corners — can I run it as a short-term rental like the ones nearby?
Do not assume so. Four Corners spans four counties, so a nearby vacation property may be in Polk, Osceola or Orange and governed by a completely different local ordinance. Florida law at s. 509.032(7), F.S. bars local governments from prohibiting vacation rentals or regulating their duration or frequency, but expressly preserves ordinances adopted on or before June 1, 2011 — so the answer turns on which jurisdiction your parcel is in and what that jurisdiction had on the books before that date. Confirm your own jurisdiction and its ordinance vintage in writing before you underwrite short-stay income.
I own in Lady Lake, in the Lake County part of The Villages. Whose rules apply to my rental?
Several at once. County land use applies to the parcel, the Town of Lady Lake applies its own code, and on top of both sits a recorded Declaration of Restrictions tied to your specific unit. The Villages Community Development Districts publish those declarations indexed by county, district and unit number, and their terms differ by vintage — occupancy and age provisions in particular are not uniform across the community. Pull your own unit’s document rather than relying on a neighbour’s.
Does Lake County require me to register a rental property?
We were not able to verify Lake County’s current registration position from a primary source, because the county’s planning pages are JavaScript-rendered and its code library was not reachable in this research pass. Treat registration as an open question to confirm directly with Lake County planning and zoning, and confirm separately with your municipality if your property is inside one. Do not rely on a general article for this.
