A city that licenses the landlord, not just the property
St. Cloud requires a Landlord Business Tax Receipt from any person or entity renting property inside city limits, on top of the Osceola County Local Business Tax Receipt. A long-term rental here needs two receipts, not one, and that is unusual enough in Florida that owners routinely miss it.
The housing splits in two. St. Cloud was founded as a colony in 1909, when a land company bought 35,000 acres to settle Union Army veterans, and that left a real downtown grid with pre-1940 housing — about 2.9% of the stock, the largest old-stock share in this county. Against that sits a wall of post-2010 subdivision toward Narcoossee.
What that means if you own here: a landlord can own a 1920s frame house four miles from a 2024 tract home and be underwriting two different asset classes in one city. Short-term rental is confined to two downtown business districts as a conditional use; every residential zone excludes it.

The average commute here is close to 36 minutes. Applicants overwhelmingly work outside the city, which splits the pool between stable government and hospital salaries and Disney and Publix hourly income where scheduled hours vary.
